When you register for and pay for the Texas 6-Hour Adult Driver Education course through the Services, you and Fernandez-Finol LLC, doing business as Bip Bip Driving School, enter into a Student Enrollment Contract for that course. This contract is offered under the Texas Education Code, Chapter 1001, and Title 16, Texas Administrative Code, §84.82. Course delivery method: Online. Because the course is delivered online in a self-paced format, provisions of the state's sample enrollment contract that apply only to in-person, scheduled instruction — such as class dates and times, class location, lesson schedules, and installment payment plans — do not apply. Our TDLR provider license number is pending and will be published on the Services once it is assigned; see the "REGULATORY AUTHORITY AND TDLR GRIEVANCES" section.
Provider identification. Fernandez-Finol LLC d/b/a Bip Bip Driving School, 6505 W Park Blvd STE 306 PMB 250, Plano, TX 75093; support@bipbipdrivingschool.com. Student identification. The student's full legal name, date of birth, mailing address, and other identifying information required for this contract and for your Certificate of Completion are collected when you create your account, and your identity is verified throughout the course as described in the "IDENTITY VERIFICATION AND COURSE-SPECIFIC LOCKOUT" section.
Grading policy
You will not receive a driver education Certificate of Completion unless you receive a grade of at least seventy percent (70%) on the highway signs examination and at least seventy percent (70%) on the traffic laws examination, as required by Texas Transportation Code §521.161.
Attendance and make-up
All instruction, including any make-up work, must be completed while your enrollment remains active. Because the course is self-paced and available on demand, there are no scheduled sessions to miss; your responsibility to complete any unfinished instruction, quizzes, or identity-validation checkpoints, and the handling of interruptions, is described in the "MAKE-UP POLICY" section.
Cancellation policy
Statutory right to cancel. You are entitled to a full refund of all money you have paid if you cancel this enrollment contract before midnight of the third day (72 hours) after the date you accept it, or if you provide proof that your enrollment was due to misrepresentation in the school's or provider's advertising or promotional materials or by an owner or employee. You are not entitled to a full refund on this basis once you have completed the course or received a failing grade on the final examination.
Our broader refund policy. Separate from and in addition to this statutory right, we voluntarily offer the more generous 30-day refund described in the "REFUND POLICY" section. Where the two differ, whichever is more favorable to you applies.
Termination policy
If you do not enter the course, withdraw, or are terminated from the course before completion, refunds are based on your period of enrollment, calculated on course time expressed in clock hours. The effective date of termination is the date we receive your written notice or, if we terminate your enrollment, your last day of activity in the course. If full tuition was collected in advance and you do not attend, withdraw, or are terminated, we will retain no more than fifty dollars ($50) of the total course tuition as an administrative expense and refund all remaining tuition and any separately stated fees for services you did not receive, provided any property or materials issued to you are returned. All refunds are completed before the thirtieth (30th) day after the effective date of termination.
Discontinued course
If we discontinue the course and the discontinuation prevents you from completing it, all tuition and fees you have paid become refundable. If you submit a written refund request, we will fulfill it within thirty (30) days after we receive it.
Rules of operation and conduct
Persons age 18 to under 25 must successfully complete the adult driver education course; partial completion does not satisfy the requirements of law or rule. You may be dismissed or barred from the course for disruptive, abusive, or fraudulent conduct, or for attempting to circumvent the course's security, timing, or identity-validation controls as described in the "SECURITY, VALIDATION, AND CIRCUMVENTION" section. A student terminated for violating the rules of conduct may be readmitted at our discretion.
Student acknowledgment
By accepting this contract you acknowledge that you have been furnished a copy of the tuition schedule; the cancellation, refund, and termination policies; and the school regulations pertaining to grading, progress, make-up, and rules of operation and conduct. You further acknowledge that a driver education certificate will not be issued to any person who is not at least 18 years of age, consistent with the eligibility requirements in the "AGREEMENT TO OUR LEGAL TERMS" section. This contract, together with these Legal Terms and the policies referenced in it, constitutes the entire agreement between you and the school; verbal assurances or promises not contained in it do not bind either party.
Grievances
Any grievance not resolved by us may be forwarded to the Texas Department of Licensing and Regulation as described in the "REGULATORY AUTHORITY AND TDLR GRIEVANCES" section.
Electronic acceptance and your copy
You accept this enrollment contract electronically. As provided in the "ELECTRONIC COMMUNICATIONS, TRANSACTIONS, AND SIGNATURES" section, your electronic acceptance has the same legal effect as a handwritten signature. We record the date and time of your acceptance and the version of this contract you accepted, and we retain that record as part of your student file. This contract, which remains available to you at any time on this page, constitutes your copy.
